2.3 Organization Management of Sleeper Yard
2.3.1 Organizational structure
The sleeper project department of Zhengzhou-Xi’an passenger dedicated railway of China Railway First Group Co.,Ltd.organizes the construction according to the org-anization principle of the project department,implements the project manager responsibility system.The sleeper yard is divided into “5 departments and 2 offices”(i.e.engineering department,material and equipment department,safety & quality department,finance department,comprehensive management department,laboratory and dispatching office),and comprehensively fulfills all responsibilities and obligations stipulated in the contract.
On the basis of sleeper production features,for the operation level some squads are established like,concrete squad,rebar squad,hoisting squad,formwork squad,machine maintenance squad,installation squad,and comprehensive squad.All these squads,according to their respective work tasks,organize construction and satisfy the requirements for safety,quality and construction period,so as to ensure the sleeper production safe,high quality,high efficient and completion of the production task on schedule.
2.3.2 Production management
The dynamic management for labor force shall be performed during construction process according to the project process rate and the key points in different construction stages,to ensure the completion of the project on schedule.
Specialization construction shall be put into practice for the whole engineering according to different projects,to exert to the utmost the specialization advantage and mechanical effect.The evaluation system shall be established and incentive mechanism shall be carried out,to arouse the enthusiasm of all workers.
According to production plan and on-site construction requirement,the workers for different work positions shall be organized to attend pre-post training,to increase their quality and safety consciousness,to strengthen on-site labor discipline management,and to strengthen law and regulation education.
The squad construction shall be strengthened,and the work post responsibility shall be carried out.The personnel allocation for different functional squad is shown in Table 3.

2.3.3 Tooling equipment management
1.Tooling equipment allocation
The equipment department shall carefully carry out the allocation plan for mechanical equipment,and organize the mechanical equipment entering and exiting site as per dynamic management requirement.The equipment department shall arrange in detail the allocating and transporting,ordering,installing,commissioning for mechanical equipment,shall arrange technical training for operators,and shall allocate,repair and maintain other mechanical equipment as planned.All kinds of equipment management systems shall be established; driver responsibility system shall be put into practice; all testing and experimental equipment shall be registered with daily record,calibrated on schedule,be equipped with certain quick-wear parts and consumable parts,so as to take full advantage equipment performance,and to ensure the serviceability rate and utilization percentage for mechanical equipment and vehicles to meet the requirement.
The equipment shall be allocated as per two shifts one day,for each shift,the total working procedures for 90 sets of formwork sleepers shall be completed which include formwork removal,cleaning,rebar into formwork,concrete pouring and steam curing,etc.
2.Equipment(tooling equipment)site acceptance and installation and commissioning
Different equipment shall be commissioned and accepted according to their application and features.The equipment of special profession shall be accepted according to related national standard or industry standard.If there is no such standard available,the equipment manufacturer shall work out the acceptance standard and commissioning method,and organize the acceptance with the third party present.
3.Sleeper formwork
The bi-block sleeper formwork produced by the sleeper yard for Zhengzhou-Xi’an passenger dedicated railway of China Railway First Group Co.,Ltd.is 2×2 joint combination style,i.e.2 sleepers containing 2 bi-blocks.The overall processing height of formwork is 360 mm,external width is 860 mm(negative tolerance for production),and the total formwork length is 5 200 mm.The formwork shall be accepted on site in batches and marked properly.The formwork shall be,after entering site,inspected and accepted by quality control personnel according to Temporary Technical Condition for Bi-block Concrete Sleeper of Bi-block Ballastless Track for Passenger Dedicated Railway(Kejiji[2008]No.74)The formwork shall be,after being qualified the acceptance,used to trial-produce one group of sleepers; the formwork can be put into use if the trial-produced sleepers are qualified the acceptance.
4.Tooling equipment application management
The tooling equipment application management shall be strengthened during the construction process.According to related provisions concerning equipment management,the equipment day-to-day account,responsible driver(person in charge)day-to-day account,and “operation certificate”day-to-day account for operators shall be established.Machines and equipment shall be equipped with “safety operating instruction”,management system and mechanical accident handling system.For large-scale construction equipment(like concrete batching plant),the contingency plan for special circumstances shall be prepared.
